Unfortunately you need to be emulating Windows 3.1, 95, or 98 to get this to run. No amount of 'EXPAND' or any other decompression command will install the game for you.
Yes, *.?_ files are compressed, but they're compressed in such a way that the windows SETUP.EXE installer can read them. Even when I had it and it was on 3.5' floppies it was still a Windows game. In fact, SimTower never came out for DOS, so you won't be able to find a DOS installer. The file linked to on Abandonia (and anywhere else I've found on the web) is a Windows installer.
